A publication provides context, not a relationship
A procurement notice shows that an organization published a need or procedure. It does not establish a relationship with every supplier whose capabilities look similar. A later award also does not show that a potential supplier had experience or access unless evidence supports that relationship.
Assess fit without calling it commercial fit
Declared capabilities can be compared with published requirements to decide whether further research is worthwhile. That comparison may be incomplete: requirements, permits, location, availability or financial terms may be missing. Technical compatibility is one dimension, not proof of eligibility, intent, delivery capacity or profitability.
Keep POTENTIAL visible and name what is missing
A derived opportunity should remain labeled POTENTIAL with its reasoning and sources. It may depend on a described capability, an open project and compatible geography while evidence of access or fit is still missing. The next question should be concrete: what independent evidence would resolve the uncertainty, without turning user input into canonical truth?
Account for coverage and timing
Procedures and portals vary by territory, language and publishing system. A non-exhaustive search does not prove that projects are absent. Notice, submission and award dates are different; using a signal as current requires identifying its period and the status stated by its source. A later review may verify requirements, dates, jurisdiction and the body that published the procedure. That work belongs to the team considering participation. AXIGNAL can separate the public signal from open questions, but does not determine eligibility or present the notice as an opportunity assigned to a particular company.
Conceptual example
Hypothetical: a public body publishes a facility-renewal project and a company describes similar maintenance experience. The relationship may be shown as a potential research path, not a lead, customer or confirmed accessible tender for that company.
