Hypothetical: a local cooperative appears in one municipal register but not on several reviewed search surfaces. AXIGNAL can document that scope, leave activity outside the region unknown and offer conditional questions about identity and sources. It should not conclude that the cooperative is inactive or needs a marketing campaign.
Scope and limits
The conclusion depends on instrument, query, language, geography, time and authorized coverage. Absence means only that something was not observed under those conditions. It does not prove that information, activity, demand or capability is absent from other sources or channels.
